Climate change: a creeping catastrophe.

چکیده
Q: People often blame unseasonal weather on climate change. Could you please explain the difference between weather and climate? A: Weather is what we see hourto-hour and day-to-day, and weather forecasts can tell us if it will rain, say, tomorrow afternoon, but because the weather is innately chaotic, forecasts for longer than 10 days are extremely poor. Climate is different. It is an average of the weather, usually taken over periods of 10 to 30 years, and it can tell us things like what the average dayand night-time temperatures are likely to be for any month and the average precipitation for that month. That is because there are elements of the climate system that are not chaotic; indeed we all know that winter follows summer (which means we are making a climate forecast). But climate forecasts cannot tell us if it will rain tomorrow, only what the monthly probabilities of this are.

Climate Change Skepticism in the Face of Catastrophe
Despite overwhelming scientific evidence for man-made climate change, many people and more importantly policymakers still remain skeptical about the subject. While this phenomenon of ”climate-skepticism” prevents implementation of environmental policies around the globe, it is ignored in economic models of climate change. In this paper we fill this gap by creating a model that allows for climat...
متن کاملMitigating Losses from Climate Change through Insurance
Climate change potentially amplifies catastrophe risks by raising the magnitude and frequency of certain extreme events in the long term. Its crucial feature is irreversibility. The availability and affordability of insurance will also be diminished in the presence of climate change. Weather losses can be mitigated by actions of the policyholder; however, the private returns from many mitigatio...
متن کاملInnovating Responses to Crisis: Exploring the Principle of Non-Action as a Foresight Tool
Technological innovation and private entrepreneurship are 'change-makers' increasingly counted upon to avert social and environmental crisis. However, as crisis deepens into the possibility of catastrophe, given the likes of resource wars and climate change, the quest for solutions is morphing into a requirement for near-salvation. The situation is an odd one. Messianic hopes are being invested...
متن کاملThe Role of Uncertainty in the Economics of Catastrophic Climate Change
Using climate change as a prototype motivating example, this paper analyzes the implications of structural uncertainty for the economics of catastrophes. The paper shows that having an uncertain multiplicative parameter, which ampli es or scales exogenous impulses and is updated by Bayesian learning, induces a critical tail fatteningof posterior-predictive distributions. Such fattened tails h...
متن کاملInsurance in a climate of change.
Catastrophe insurance provides peace of mind and financial security. Climate change can have adverse impacts on insurance affordability and availability, potentially slowing the growth of the industry and shifting more of the burden to governments and individuals. Most forms of insurance are vulnerable, including property, liability, health, and life. It is incumbent on insurers, their regulato...
